History - world was in... not perfect but pretty good state similar to ATB, animal mutations perfectedish, people using to augment lives (still have class disparity for it maybe?) - cybernetics as a like... improved version of mutation (gives similar powers and even ones that animals never had, makes you closer to human) that's cost-prohibitive compared to mutation (if you really wanna hammer this metaphor, mutation also significantly more dangerous)
