in decent state like rest of nation states: have domestic manufacturing for weapons, goods, etc and have good deal of power over their part of world
not exerting it strongly, instead giving corpos free reign to start reforming and expanding etc so the on the ground shit isnt really like… very well controlled, but centers of power and important infra is so its not an issue for them
contracting with corpos for mutation services, manufacturing, infra, etc. this means a lot of startup capital for shit startups
they won't be very aware of players. maybe an elepaht IS enough though?
they have decent surveillance going on, they are aware of things happening within US, especially major cities and just choose whether to act on it or not. maybe not perfect

Very geography mean say good variety ofnatural resources, but state system or something close to it means that centralized government Doesn't have full control of them and needs to work with whichever local rulers they delegate power to.
